New to Causality and this place. Must say it's a fascinating stab at approaching creative writing differently. Plan to spend the next few weeks exploring it. But one simple question I have... is there no way to stipulate a target page count for a script? Can't see one but I am very new.

There isn't currently, but it has been planned for a long time. Trouble is that this feature goes together with a number of other features (especially a dependency graph and emotion tracking, basically targets in general on all kinds of things, not just page targets), and therefore needed a consistent design, forcing it to wait until those other features are clearly defined.
All of that is close, as emotion tracking is coming soon, and we now have a consistent way to think about all types of targets.
For right now, there's no other way than to imagine it.
A feature that will come with page targets is that every beat in principle can have a page target that it's supposed to land on. That allows us to render a timeline that already has full length, with gaps to fill in, allowing you to put things where in the script you feel they should land, like you would with a two hour timeline in a video editor.
Currently, you basically start with a 1 page script and inflate it until it becomes a 100 page script, and you have no way to think about where approximately things are supposed to land in the script. This way, we'll use the targets as a guide for rendering the timeline, but the script itself is still flexible and not obligated to land exactly on the targets.
I'm only saying all this to indicate that targets are a bigger concept that sits at the intersection of a lot of other things. We have previously made the mistake of implementing features before they were ready, and then dealing with the fallout of having chosen an approach that wasn't thought through properly. Targets are a core feature, always were, but they touch on every part of the app. So they needed more time in the oven.
